My hon. Friend makes his point in his own way, but the important thing is to strengthen the signals being given to people with higher-emission cars. We have announced what VED rates will be three years into the future: the higher a car's emissions, the more likely it is that its VED costs will rise. We are attempting to bring about a behavioural change. People need to look at how they can migrate over time to lower-emission cars. I turn now to why we are opposing amendment No. 6 and recommending that clause 15 stand part—[Interruption.]
