The operator would also make a contribution to the fixed costs, but let me make some progress. The risk premium should help ensure that the operator bears the risks associated with uncertainty in waste costs. We believe that it will provide the taxpayer with protection against the eventuality that the actual costs of geological disposal exceed the projected costs.
