Planning and Energy Bill
The hon. Gentleman has made an important point. We may have to wait for further amendments to the building regulations, which have been significantly improved as time has gone by. The Bill introduces an important concept, which is to permit local authorities to go beyond the existing national guidance and regulations in the context of, for example, local energy supply. That enables local authorities, which are often more flexible than central Government, to be one step ahead of central Government in a major, nationwide reform. My concern is that a similar provision should be introduced on the insulation of buildings.
