Planning and Energy Bill
I am grateful to my hon. Friend, who has made a good point. Most people would like to live in an energy-efficient house; I would be surprised if anybody did not want to, as fuel bills would ultimately be cheaper, year by year. The problem is the capital cost: people would like the revenue savings, but not the initial capital cost. New clause 8 is getting at whether we can somehow square the circle; subsection (e) is about"““the impact on the provision of affordable housing””," which is ultimately the acid test. If the consequences of the Bill are that we cannot provide the same level of affordable housing, that would be serious.
