Planning and Energy Bill
My hon. Friend will be as aware as me—and the whole House, I am sure—that the Easter bank holiday legislation that was passed 80 years ago has never been implemented. It could be commenced at any stage, but no Secretary of State since the 1920s has felt inclined to do so. Does he not think that it would be appropriate to fetter the discretion of the Secretary of State slightly by giving at least some indication of an implementation time in the Bill?
