Housing and Regeneration Bill
I am terribly sorry to come in at this stage, but my noble friend is putting an important point. The Minister said that the local authority will be deciding. I see a lot of people with extensive local government experience in the Committee and in my experience the local authority sometimes cannot make that choice. The district auditor can make that choice, quite contrary to what the local authority would have chosen. If would be useful if the Minister could include in his letter the guidance that the Government would give the district auditor in this case.
