Counter-Terrorism Bill
The first of the vaunted safeguards is that the power would be used when there was a grave and exceptional terrorist threat. That is defined as circumstances in which there is"““loss of human life…illness or injury…homelessness…damage to property…disruption of a supply of money, food, water, energy…communication… transport, or…health.””" Can the Home Secretary give us an example of something that is not a grave and exceptional terrorist threat?
