Counter-Terrorism Bill
It will be possible to judicially review the Home Secretary's decision on the basis of reasonableness. I have always been clear about that. A further safeguard is that the use of the power would be limited to investigations involving only the most serious offences—for example, murder, conspiracy to cause explosions, acts preparatory—that is, those carrying a life penalty.
