Does the hon. Gentleman agree that although it is absolutely right that the order would also cover the arrest of anybody else in the following 30 days, the trigger mechanism clearly implies that it will be precipitated by one case? That is the most likely outcome. Those circumstances will make it even more difficult to debate the issues surrounding the making of the order in this House, because the generality probably will not be there. The debate will be entirely dependent on the report, which will be made to the Secretary of State in the first place, on the operational need for an extension, relating probably to individuals.
