Counter-Terrorism Bill
If my hon. Friend reads the Government's new clause 20—one of the apparent concessions—he will see that the new power that they seek could be applied abroad. It does not merely apply to the United Kingdom, but to threats of terrorism to property abroad. That does not sound much like grave and exceptional circumstances to me.
