Counter-Terrorism Bill
I remind the noble Earl that the Parliamentary Committee of the Council of Europe has done no such thing. I was heavily involved in the debate in the Legal Affairs Committee at the Council of Europe and in the debate in the plenary session the week before last. It produced a draft report, and the noble Earl should look at the only conclusion in that draft report.
