had given notice of his intention to move Amendment No. 232: 232: Clause 59, page 35, line 3, after ““2,”” insert— ““( ) is to be handled by the Commission,”” The noble Lord said: The first appearance of the concept of the council, to which the majority of my other amendments refer, is in Clause 59 on page 35.
