I echo the comments made a moment ago by my hon. Friend the Member for Sheffield, Attercliffe (Mr. Betts), and welcome my hon. Friend the Minister to his role on the Front Bench. I also warmly welcome the Government's efforts to ensure that TUPE provisions apply when a quality contract is introduced. Will my hon. Friend confirm that where the amendment refers to the"““coming into force of a quality contract””" it means the point at which the scheme comes into operation?
