I am sympathetic to the concept that the Minister advances: that her hands should not be tied by writing into the Bill the kinds of answers that may well be the opposite of what will be in our interests or in the interests of reducing emissions. Does she agree, however, that the concomitant is that the Government must be extremely loud about the negotiations, making sure that people realise that we are taking the lead and that there is no excuse for delay on this front? Shipping is hugely important to the United Kingdom and hugely important if we are to do something about emissions.
