Climate Change Bill [Lords]

It seems to me that the Government should be congratulated on bringing forward these new clauses. We Opposition Members are very pleased to support them. It also seems to me that the Government are in a difficult position. On the one hand, they cannot build into the Bill a unilateral system that might be wholly different from what emerges from negotiation. That is a perfectly reasonable Government position, but if it is to be tenable, the Government must give the House—not just now, but throughout the coming months and years—a real understanding of their commitment to doing the things that will make a reality of these new clauses.
