Climate Change Bill [Lords]

The hon. Gentleman is talking a great deal of sense and there is a lot of shared thought across the Chamber about the importance of investment in green technology and energy efficiency as a response to the current economic crisis as well as for the long-term good of the economy. Has the hon. Gentleman had a chance to consider what the Germans are doing? He said that the 2 per cent. target was unambitious, and I mentioned earlier that the Germans are looking at 3 per cent. a year for the next 10 years. Has the German plan influenced his thinking at all?
