Energy Bill

My Lords, I am sorry to interrupt the noble Lord, but these are hugely important issues. He will be aware that the existing guidance under Section 3B of the Electricity Act 1989, as amended, states that the Secretary of State, "““shall from time to time issue guidance””." Perhaps I should have used ““shall”” in my amendment, rather than ““must””. It would not have made any difference to the meaning; it is the same.
