moved Amendment No. 54: 54: Clause 47, page 27, line 20, at end insert— ““(6) The amount of any penalty payable by virtue of regulations under subsection (4)(b) must not exceed the amount for the time being specified as level 1 on the standard scale of fines for summary offences.”” On Question, amendment agreed to.
