I just want to deal with the intervention made by the hon. Member for Canterbury (Mr. Brazier). The hon. Member for Windsor (Adam Afriyie) is an economist. The fact that scarce slots are changing hands at high prices indicates a lack of capacity. An economist would confirm that, would he not?
