Fuel Poverty Bill
I am grateful to my hon. Friend for his intervention; he normally charges for his wise words on a fairly expensive scale. On this occasion, he has raised an important point that I was going to mention later. What would happen if a Government target were not met? Would the Government have to resign? What would the sanction be? Would the chief executive be dismissed? Heaven forefend! I think that the hon. Member for Somerton and Frome recognises that this is an issue. Targets are now—sadly, some would say—part of our culture and everyday life. They have a useful role in benchmarking.
