Fuel Poverty Bill

May I just refer the hon. Gentleman to section 2(1) of the Warm Homes and Energy Conservation Act 2000? It clearly refers to""measures to ensure the efficient use of energy, that as far as reasonably practicable persons do not live in fuel poverty."" That is not something made up by the Government; it was legislated for, as a result of a similar Bill—a private Member's Bill.
