Fuel Poverty Bill

Is it not the case that any duty that the Government have is restrained, inevitably, by the resources available? As the hon. Gentleman says, it is right that prices will change from time to time and therefore the extent to which any group of people can be taken out of fuel poverty will change from year to year. The Government cannot control that. None the less, the Treasury controls the amount of resources that can be put behind any particular objective. There is presumably a budget and a cap on that budget, and that will constrain what can be done.
