In that context, my Lords, may I thank the Secretary of State for his very persuasive response? I would like to consider it carefully and to respond positively to his suggestion that some improvement could well be made in seeking our joint objective. In those circumstances, I certainly beg leave to withdraw the amendment. Amendment 15 withdrawn.
