Proceeding contribution from Lord Rix (Crossbench) in the House of Lords on Thursday, 11 June 2009. It occurred during Debate on bill and Committee proceeding on Welfare Reform Bill.

Welfare Reform Bill

I notice that my noble friends Lord Ramsbotham and Lady Murphy referred to mental health conditions. However, the amendment refers to "mental disablement". I therefore presume that that includes people with a learning disability.
