My Lords, the amendment essentially covers key stage examinations. I have had a helpful reply, as usual, from the Minister during the holiday, for which I am grateful, but I wanted to ask a couple of questions to follow up on it. My understanding of the position now is that although the Secretary of State will set out the objectives of key stage examinations, everything to do with their quality—whether the examinations are up to scratch, whether they are maintaining standards, everything like that—will be under the care of Ofqual. Secondly, given that we have moved to that sort of regime, will the Government now encourage competition for the provision of these examinations, as we do with every other examination in schools?
