I will finish my comments on the 12 issues and then I will give way, but with all due respect to the hon. and learned Gentleman, he is third in line. The courts already scrutinise the exercise of the royal prerogative of mercy. Twelve pledges were made, and 12 more or less fulfilled, as the record shows. The record speaks for itself.
