Antisocial Behaviour

May I ask the Minister to add something else to the list, namely schools? He is rightly focusing on dealing with young people and giving them the right messages about the consequences of their antisocial behaviour. However, must it not also be the case that bad behaviour must have consequences in schools and that young people should understand that clearly? Is it not important to look at exclusions and ensure that head teachers have the authority to exclude without appeals panels putting children straight back into schools, thereby undermining the head teacher's authority and teaching young people that they can get away with bad behaviour, which is why, I would suggest, the rates at which antisocial behaviour orders are broken are so high, as my hon. Friend the Member for Woking (Mr. Malins) mentioned?
