The hon. Gentleman is praying in aid the National Audit Office report. Will he comment on the fact that that report also said that""Sixty one per cent of people aged under-18 displayed anti-social behaviour again"" having received an acceptable behaviour contract? What are his comments on the breach rate for those young people?
