Flood and Water Management Bill
The Secretary of State is right that what happens in one area can affect another, but under the Bill there will be separate flood management strategies for England and Wales. Clause 8(3) states:""The Welsh Ministers must consult the Secretary of State"" on such strategies""so far as the strategy may affect…England."" Will the Secretary of State say more about how he would adjudicate what is right or wrong? Tewkesbury is very much affected by what happens in Wales.
