Flood and Water Management Bill
It is a pleasure to follow the right hon. Member for Fylde (Mr. Jack), the Chairman of the Select Committee. In view of your strictures, Mr. Deputy Speaker, I shall be relatively brief. The Government have been criticised tonight, first for not acting quickly enough on the Pitt recommendations, and secondly for not having a broad enough Bill. I think the Government have brought forward a Bill that is well focused and important. Above all, it can be passed within the next 12 parliamentary weeks; it is important to do the business. Those who have spoken about the Cave and Walker reports should reflect on the fact that affordability and competition are difficult issues. Those who have been involved with abstraction licences for many years, such as my right hon. Friend the Member for Scunthorpe (Mr. Morley), know how difficult they are and how difficult it is to get a response from the National Farmers Union allowing them to go forward.
