Equality Bill

I would not give anyone any encouragement to think that that duty could possibly give rise to a successful judicial review. Whether we are talking about the guidance or what is in the Bill already, it is so vague as to be completely unenforceable. That is not a criticism of it; it is simply my own view of the position. In Part 1 there are no new resources and nothing to create enforceable obligations.
