Perhaps I may suggest to the Minister where he might find comfort. Subsection (2) of new Section 124O to be inserted in the Communications Act 2003 under Clause 19 states: ""The Secretary of State may by order appoint a manager in respect of the property and affairs of the internet domain registry for the purpose of securing that the registry takes the steps described in subsection (1)(c)"." That clearly limits the power.
