The hon. Gentleman makes his point. I hope that the Minister will explain the rationale behind the amendments, because we had no explanation on the Floor of the House, and perhaps she will reassure us that time to debate these matters will be found on Report. Given that we are weeks away from Dissolution, is she confident that these provisions will reach the statute book before then?
