Proceeding contribution from Andrew Dismore (Labour) in the House of Commons on Thursday, 4 February 2010. It occurred during Adjournment debate on Human Rights.
Human Rights
I agree with the hon. Gentleman, who is developing a theme from my report. It is bizarre that ACPO should be a limited liability company; presumably, it is required to file accounts at Companies House as an annual report but not to give an annual report to Parliament. Perhaps there should be a statutory body that would report annually to Parliament about its activities. Personally, I have a lot of confidence in ACPO's new head, Sir Hugh Orde, whom I met when he was the Chief Constable of the Police Service of Northern Ireland. He has a forward-looking approach to many of the relevant issues.
