Flood and Water Management Bill
I can be fairly brief about this amendment, which is not so much a probing amendment as a clarification amendment. We are very grateful that Clauses 43 and 44 reflect the ability to pay certain water charges for certain groups who have difficulty in paying or should have caps placed on their charges due to their social function. However, I should like a little more clarification about what social tariffs mean, how those clauses will be expected to work and what the limitations are. That would be helpful for those groups outside who are watching—and that is primarily what the amendment is about. We should like to know whether such concepts as fair and affordable will be taken care of, for instance. I beg to move. Sitting suspended for a Division in the House.
