Proceeding contribution from Lord Phillips of Sudbury (Liberal Democrat) in the House of Lords on Monday, 1 November 2010. It occurred during Debate on bill and Committee proceeding on Identity Documents Bill.
Identity Documents Bill
Does the Minister agree that in September it was not clear that there would be no refund—no one had told them? Does she further agree that if the service were to write round now to tell everyone that there will be no refunds, the response to that is likely to be very different?
