My Lords, I thank my noble friend for that response. I am delighted to hear that local authorities have a number of those powers already. I omitted to declare that I am a member of a housing authority in terms of Cornwall Council, so I should declare an interest in that now, although I have absolutely no influence on what that council does, being a back-bench member of the opposition there. This important area is key to the success of this scheme. I am delighted that the Government recognise that and I am sure that we will have more conversations about this prior to Report stage.
