17: Before Clause 30, insert the following new Clause— ““Annual report (1) The Secretary of State must lay before each House of Parliament an annual report on the operation of Chapter 1 of Part 1 of this Act. (2) Such an annual report must include appropriate indicators to assess whether the targets for emission reductions are being met.””
