EU Council and North Africa

Bearing in mind that several of the key moderate figures in Egypt have made pledges to have a referendum on the long-standing peace treaty with Israel, will my right hon. Friend, in pursuit of the excellent answer he gave to the right hon. Member for Exeter (Mr Bradshaw) earlier, agree that a key factor in determining whether we get a good outcome in Egypt will be whether the current Israeli Government are willing to stop building more settlements and be serious about coming to the peace table?
