I did deal with that—I said that the exemption goes back to that Act and there is proper regulation of those itinerant traders. It is one that we can look at in future, but we do not think that it is right to increase the burden on them, particularly as there is not the opportunity that my noble friend implied for a mad rush of traders to become itinerant traders, because there is a process by which they are regulated by local authorities and the police. I do not believe that there is the problem that he sees, but it is one that we can look at in future. I felt that I had answered the question and made it clear that, if the amendment went through and those people were removed, it would create problems in dealing with them—as I said to the noble Lord, Lord Faulkner.
