Much has been made of the effect of the top rate of tax on revenue and on competitiveness. Given that the Government have stated their intention to change the top rate of tax, is it not surprising that the Chancellor has said that he is going to initiate"““some real research into dynamic scoring, and what the broader economy effects are of changes to taxation””?" It seems that even the Government do not know the impact of the change in taxation.
