I do not want a 50p rate to last for ever and I accept that the City of London plays a very important role in the whole UK economy, but I tell the hon. Gentleman that I feel anxious that this country's economy depends far too much on what happens in London and the south-east. My fear about the way in which this policy has been developed in the past few months is that the Government intend to increase that dependency, rather than undermine it.
