This Government remain committed to sustained investment in science and research, as set out in the 10-Year Science and Innovation Investment Framework and to the ring fence around the Science and Research Budget.Total investment in science and research has doubled since 1997 and will increase to a record level of £6 billion in 2010-11.

No decisions have been reached on the future size of the science budget. The Government will spend £6 billion on science and research by 2010/11, a doubling in real terms since 1997. The Government remain committed to the ring-fence and the ten-year Science and Innovation Investment Framework. We shall continue to prioritise funding to deliver a world-class research base, capable of addressing key challenges including environmental change, ageing and global security.

Independent studies have shown that excellent research improves the performance of existing business, creates new business, delivers highly skilled people to the labour market and attracts research and development investment from global business.UKTI used the strength of the research base to attract 450 R and D investments to the UK between 2007-08 and 2008-09.

I thank the Minister for that reassuring reply. The only problem with it is that, because the Government have put off the comprehensive spending review, no one has any idea what sort of sum is being ring-fenced. If it is not to be all show and no substance, will he indicate what sum is being ring-fenced, otherwise is it not nonsense to say that the ring fence will be maintained?

The Science: [So what? So everything] campaign was launched on 28 January 2009. Costs in each year are as follows:"2008-09: £601,200 ex VAT (covers period from start of campaign 28 January 2009 to end of FY)""2009-10: £1,261,000 ex VAT (includes actual and projected costs for this FY)"The fraction of any individual official's time dedicated to the campaign varies between less than 10 per cent. to upwards of 80 per cent. The campaign is overseen by a senior civil service manager as part of the Department's Science and Society programme.The following officials are responsible for the management of the campaign:"2 x Grade 6""1 x Grade 7""1 x Senior Information Officer""1 x Information Officer"The Science: [So what] campaign is one aspect of a wider initiative to promote public engagement in science which includes support for activities like National Science and Engineering Week and the work of outside individuals and organisations who are helping to take forward the BIS Science and Society strategy. The campaign plays a part in contributing to the success of this broad-based activity. Its aim is to focus on putting science in places that it would not typically be associated with, such as consumer and tabloid media and thereby demonstrating to the public how important science is to their everyday livesTo evaluate the effectiveness of the Science: [So what] campaign, BIS uses a range of measures, including visits to the campaign website, the extent that media coverage has reached the campaign's core audience and its return on investment for media coverage. An Ipsos-MORI survey is also being conducted with a representative sample of 2,000 people from the C2DE (lower income) core audience, in order to gauge their recognition of the campaign, its messages and the media channels used.

Government spending on promotion of the UK's broad science base is widely distributed among the science-using Departments and a number of agencies and non-departmental public bodies, such as the research councils.Within BIS alone (and formerly as DIUS and DTI), the Science and Society team spends a focused budget, drawn from the science budget allocation, on a number of key national activities. Budgets for this work have increased from around £1.25 million in 1997/98 to £17.4 million for the final year (2010/11) of the latest comprehensive spending review, reflecting both the sustained increases to the science budget and the increasing importance on public engagement and the relationship between science and society in the UK.While BIS leads many Government activities, and is accountable to my right hon. and noble Friend the Minister of State for Science and Innovation, other Departments across Government directly promote either the science they fund, or the value of science in delivering their own objectives. For example, in January 2008 DCSF announced a £140 million strategy to educate the next generation of scientists and mathematicians, and provide more STEM teachers. This programme includes a significant science promotion element.

The most recent data available is for 2007 when gross domestic expenditure on research and development (GERD) was 1.79 per cent. of gross domestic product.Data for 2008 is expected to be published by the Office for National Statistics in March 2010.The Department has made no assessment of future outturns for GERD for the period 2009-10 to 2011-12.

It is not £600 million from the science budget; it is £600 million up to 2013 from the entirety of the just under £13 billion higher education budget from which we have asked savings to be found. We are committed to the science ring fence and the 10-year framework for science, and it is wrong to caricature the STFC, to which we gave £40 million just last year, in that way.

The largest research council, the Science and Technology Facilities Council, has already been forced to cut research grants by 10 per cent. and fellowships by 25 per cent. and to withdraw from 27 significant projects. The Government have allocated no money whatever to their ring-fenced science budget beyond this year, yet last night the science Minister confirmed—this has been confirmed again here this morning—that £600 million will be cut from the science budget over the next two years. Can the Minister explain how a specific sum—this £600 million—can be cut from a budget that has nothing in it?

I hope my hon. Friend recognises that we have sought to ensure that the money is in place, particularly to prioritise science, technology, engineering and maths. We set that out most recently in "Higher Ambitions". Our university science departments are key to our "New industry, new jobs" agenda for sectors such as the life sciences, biotechnology and advanced manufacturing, which will have to be centre stage to our economic recovery. I recognise that this is an important issue, therefore, notwithstanding the research and assessment exercise results, which might lead some vice-chancellors to decide to withdraw from certain areas and prioritise others.

What I recognise are the figures published today, which confirm that there has been a 12 per cent. rise in A-level entries for maths and further maths and a 3.8 per cent. rise for physics, as well as a 3 per cent. rise in undergraduates taking science subjects and a 7 per cent. rise in postgraduates doing so. I suggest the hon. Gentleman goes back to the very foundation of science: the evidence. He should look at the figures for what young people are doing and recognise that there have been massive advances for science subjects as a result of funding from this Government.

On 3 November, the Minister denounced as a caricature that he did not recognise the question I put to him here on the disconnection between school and university science, which was leading to remedial courses for undergraduates who were inadequately prepared at school for university. Has he since had a chance to see the remarks of Dr. Richard Pike, the chief executive of the Royal Society of Chemistry, who has made this far from novel or original point yet again, concluding with the phrase:""Until we get to grips with this fiasco… this country risks sliding down the road to mediocrity"?"
If the Minister will not recognise my description of the problem, perhaps he will recognise Dr. Pike's.
