Road Safety Bill [HL]

I may have asked this question at Second Reading, but I do not think that I got an answer. Will any compensation be paid for devices that have been purchased legally but which will become illegal if this amendment is enacted? Secondly, will there be a scheme for recycling these devices, even if it is only recovering the components so that they can be reused elsewhere?
