No, the technology is in place and the variable limit is enforced there. That is the distinction between Junctions 10 to 15 on the M25 and all other motorways. We do not have the technology for camera enforcement elsewhere. We are able to use quite sophisticated strategies for the speeds at which traffic should go through that very difficult area on that most congested of motorways. We may in due course develop the technology elsewhere. First, it must be proven in terms of the safety advantages it brings to the nation and, secondly, there is always the question of cost. I recognise the strength of feeling on this issue, but the case is not proven and I therefore hope that the amendment will be withdrawn.
