Terrorism Bill

I am sorry to interfere again. Under subsection (9)(b) and (c), he has to prove that the publication,"““neither expressed his views nor had his endorsement””." It could be said that someone who was acting in accordance with his profession or duties did not endorse it, but nevertheless it might represent his views. Is that something that would prevent him taking advantage of this defence? It looks like it. But it would be very strange indeed if it did.
