Terrorism Bill
The noble Lord would be caught by the Bill if he planned an explosion in connection with terrorism. If he planned an explosion to blow up a bank, then the Scottish authorities would have authority over him if the bank is in their jurisdiction. But if the explosion was a terrorist act, then he would be caught by the new way it is dealt with.
