Terrorism Bill
That was very lucid, but did not quite answer the question I asked. It was not, ““What is the relationship with terrorism?””, but, ““What is the relationship with Scotland?””. It is only ““in relation to Scotland”” that this exemption bites. An explosion, not in a bank, but in a barracks, which would be caught by terrorism, is clearly related to Scotland, but if, in Scotland, I am planning something to happen abroad, is that an offence in Scotland, or is it an offence abroad? Does it come within this provision, or does it not?
