Terrorism Bill

We looked at this issue carefully. The view taken was that it does apply to Clause 1 and that Article 5 could be implemented in the way I have just described. I would certainly be more than happy if the noble Lord wishes me to write to him setting out our justification more fully. I should be happy to do that. I notice that it is ten to eleven. We have hopes and expectations of doing a little more today, and I think that it would take me a little longer than 10 minutes to explain it all to everyone’s satisfaction.
