Proceeding contribution from Lord Elton (Conservative) in the House of Lords on Wednesday, 7 December 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Terrorism Bill.
Terrorism Bill
Perhaps I may ask the noble Baroness therefore to write with the answer to a very simple question, to which I should know the answer. The decision to have this measure of extra-territoriality is a very sweeping and important matter. At what stage was it debated in the House? Was it a treaty matter that was dealt with under the Royal prerogative or was it something done in Parliament? A letter would be much appreciated.
